Software and manual came all in Chinese, but the software can be changed to English. The driver did not work for me on win7 even after disabling the driver signature check. Finding a working driver was a PITA. Note: if you encounter the "no programmer linked to computer" message on application startup try to unplug and replug the programmer. Once updated to the 3.0 firmware the problem disappears. At the end of the day it does what it has to, and comes with a lot of extra tools.
