Fully functional but smells like the packaging plant is the same place they process fish, you would not believe the smell of this thing which I'm not sure is going to wear off. Inspecting the velcro suggests that it's not likely to be good for more than one use but it's stated as a one use product anyway and hopefully one won't have to use it at all. Going right into my medical kit as soon as it airs out a little. Sheesh.
