Lithium battery should be stored and shipped with voltage between 3.75 to 3.85v I got them over discharged ... and with incredible high internal resistance At only 2.5A load voltage goes down by 0.6v ... so what I got it can't be used for 15A or 20A application like genuine Samsung 30Q are capable of
