The product looks nice. The pins are not soldered (see attached photos). Mine came with not so good packaged - the board was put directly inside the plastic postal envelope without aircap or any other protecting material (luckily mine came undamaged). It's powered via DS1117-3.3 power regulator so in theory it can accept up to 12V DC voltage but to stay safe I'm going to use 5-9V DC. Center positive adapter need to be used. The FPGA itself uses 3.3 V Vcc if you decide to use connector. Note that Cyclone II is relatively old chip family so you need to use a bit older version of the Altera software. Overall it's a good board for home project at a reasonable price. Packaging could be better.
